IG is working but the cost to marketing on this platform is very high compared to other site (account ban, proxies, phone number,etc). Work out your cost and if you are still profitable then it is good.

The conversion was worth $2.40 for me. I don't know why I'm not getting more conversions but I'm going to keep scaling

Seems like you are promoting email submit offer. For such offers, do take note that advertisers will tend to shave (not that they are trying to cheat) but they need to remove those that have already opt in to their database. So conversion tends to be lower especially if you are using popular social media platform.
