once you create a locker you just need a page to add it to, i would suggest using google for "free landing pages"

You need to acquire a landing page first. There are many ways to do it.
-Design one yourself
-Rip your competitors
-Download free templates
-Buy templates
-Hire a designer

Once you have one, put your locker link in the appropriate place of the website code.
