Cpa Email Marketing!!!

I have a large targeted list that would be ideal to promote a certain CPA offer but the offer in queston does not allow email leads. is there any way around this ie where i could direct to a landing page which is redirected or have them go to a landing page which then has a banner ad on it etc?

I would say use a different offer. You don't want to use an offer which isn't allowed, and then not get paid. You would also mess up your list that way. I have access to a lot of high paying offers, PM me if you want to work together.
