CPA and Email Submits

Hi guys,

at which cpa network does a email submit offer really convert after the mail has been submitted. I feel like all the networks (just 2) that I am into right now, say that they convert at a email submit but it seems like you also need to add your adress after that and your phone number until it converts for 1$.

Can anyone suggest me a real network that has offers which convert after submitting the first page of the offer?

I am also looking for this kind of offers, Though CPALead is good..But didn't received any payments from them.
