More inofrmation needed in order to provide any EFFECTIVE replies / comments.
Why should a CPA offer put anyone in danger ? There are thousands of CPA platforms and they do not put anyone in any danger, so why would your CPA offer(s) put anyone in danger ? And if indeed any of your CPA offer(s) would put anyone in any danger, then obviously it would be CPA offers about something illegal.
Your CPA offers will involve phishing ? If so, please do not do it. Think of something else.

In that case why should your CPA offers pose any danger ? Top most CPA offer networks have offers in surveys, app downloads, etc. Obviously you will not accept the suveys, apps of any Tom, Dick, Karen or Harry as publishers !!!

not illegal offers dude! I am interested in surveys, app downloads.
To give an example, I saw a simple survey offer, and after the survey, it directed me to a betting site that is prohibited in my country.

OK, then in what way does that redirection to a betting website, put you in any danger ? In your country, if betting is illegal, it does not mean that landing up on a betting website is illegal ?
And, every CPA offer, has terms and conditions pertaining to where it can be targeted, etc. And the advertisers have to adhere to these terms and conditions and if they do not, then the onus is on the advertisers and NOT on the CPA platform(s).
If you'll excuse me, I want to ask one last question. Actually, a company is making an offer. Is it really that company that made the offer, is it someone else, or is it a malicious person?
Example: bank offers.

Me or anyone else will need a crystal ball to know if "that" company that made "the" offer, is by some malicious company or by some malicious person, no matter if it is a bank offer or a tank offer or a rank offer or whatever offer.
And, "if you'll excuse me", can you please suggest a good crystal ball, for the above project ?
