CPA and conversion rate

So, I've recently found a good way to earn tons of money with cpa offers. However, I need to keep the conversion rate relatively low. Is there any way I can gain clicks/hits without buying cheap traffic from a website. I dont want to buy anything from a site like trafficg or anything like that because the dont deliver the hits in a timely manner.

and they approve the link the same day you submit it
