How badass is this going be...

What did he use to create that preview? or was it outsourced...

I want to know how to make previews like that or what I need to get in order to make those previews.

First you'll need A*dobe After Effects. Then you'll need a few plugins. In one part he probably used trapcode form or particular. For the "2" that rotates at the end he probably used 3ds max, c4d or blender. Zakwerxs puts out a plugin for AE that does 3d but isn't that popular.

Next, you'll need a voice over and a good mic unless you outsource it. There's a ton of canned music (i.e. royalty free) available that can be used for the background music. Or if you're a musician and have the gear you can just do it yourself.

He probably did it himself as he's promoting an adobe plugin so he has the wherewithall to do it himself (probably outsourced the VO).

Then you'll need to understand compositing to put it all together.
