Namecheap, privacy is free and they have a promo coupon for a small discount. It's not much but try it.
No idea if they accept paypal though.

but i cant buy my domain there idk why, it keep saying :

but i can buy the .net or .org ..

You may not be able to buy domain because of country issue
Few asian countries are having issues in registering domains at godaddy

Obviously you can't register a domain if it is already registered
so is the .com domain available or not
also godaddy requires credit/debut card when using coupons
i can search find you $4 coupons for .com with privacy (only for .coms )

I bought already for 5$ .com site and whois for my other site/
The problem was on GoDaddy because I can buy the domain on Namecheap. their support didn't knew what to do so i just bought another one.

Some users prefer .com over .net for example, I think that's what he meant. His claim in that form has no supporting evidence I would assume..
