That's the point of it. It's used for Denial of Service attacks. The simplest form of a DoS is bombarding the address with bad requests so that legitimate requests cannot get through, denying a legitimate user the service. It makes sense that the program would utilize as much of your bandwidth as possible.
I wouldn't make a habit of doing it from your home connection. I'm pretty sure it's illegal in the UK (Prob USA too).
