could multiple kws be landed on the home page....

I am dealing with a delima,
For service base businesses, such as dentists, you want the traffic to land on the front page that is optimized for conversion.
here is the on page optimization delima,

Title tag = 3 keywords max 70~ characters.

meta kw= useless

Buttons = cant optimize this as google might index the page contained in it like a contact page or service page which wont convert well.

images= how many alts do u have in a page 2, 3 max ?!? wont work

Last Option,

body = kw optimized stuffed with the 10-15 kws? 2%~ density per kw on a 1200 word unique content.

Then,

blast out anchor oriented 90% saturated blasts to have google focus on each kws on weekly basis.

would this work?
If not what should be done to optimize a page for more than the usual 3 kw page on lesser competitive local markets?

It somewhat depends on how closely related your keywords are in how successful you are going to be. Also if you are talking about a local not very competitive market that can make it much easier.

Key word density from 3 to 5 % is OK.You can use the key words.But don't repeat them and don't use more than this.Keep the content readable otherwise it may result in key word stuffing which is a black hat method.
