    could i use a question as my page title on my website?
    for exmaple," where can buy high quality trucker hats?
    If so i can image many many question sentece...
    And not only write some simple phrase as title.

    yes you can use "questions" in your title. Just make sure that they are within 67 characters.

    Why not I've done that on my own sites, and that's how some people search on Google and that's how you'll get traffic to your site at the end.

    Yes there is no problem in that. A lot of content that is more often searched for using a question as a query so it can even help your CTR.
