Could I make more money with an app or a website, coding from scratch?

I could make a job postings site or a site/app to have people watch videos and they and I get paid.

You have to consider what you have time for. I would start with a site, create the app off the site ( this can be done if you use the right theme), and create videos to accompany it. You want to cover your basis with marketing from all ends. You can always create videos discussing the benefits of a specific field, certifications or optimal education alternatives to get promoted quicker and give a great list of places that offer the highest saturation for that job field.
