How much would I need at the minimal to promote a local hot or not type dating site? What's the average price to hire a programmer/designer? What kind of services should I look forward to using? I'm aiming for a $5,000 budget.

If you have $5k to spend should everything not be a big problem.
Promo with CPA Networks, Own Promo Video 1000s YouTube Videos Shoulde work out great.
And Designer dosnt take that much at all. Guess you can get some pro one for $100-250 .. Search for cheap once ^^,

It depends on how you go about it. You can chuck five grand into banner advertising and not grow your site at all, but you can not invest a cent and grow your site via viral marketing. Use your head, not your wallet.
