Corrupted and encrypted pictures

I have 6 pictures that I need to be decrypted and restored. My brother used a software 10 years ago to encrypt the images but he does not remember the name of the software he used unfortunately or I would've done this myself. I also believe the files are corrupted but I could be wrong. the extension of the images end in .JPG.$#!

I tried everything I could find on google with no success so I thought I would post it here and give it a shot see if anyone would be able to help.
