Basically if I create a landing page with some "content" that is highly sought after, and get into a CPA network then content lock the site I can potentially strike gold?
 
Sure. Just like if:

I create a business with a "product" that is of extreme quality. Find a manufacturer to make the product for a low price. Potentially struck gold right? Not likely.

Marketing is what's missing. Marketing my friend.

Nice, so do I build a website with a lot of traffic first before applying for a CPA or can I apply right now and when they ask "Explain what your websites are about,
your marketing techniques" I can just make some stuff up, or tell them I'm new?

The most important word in your sentence is 'potentially'.

You say the content is highly sought after. How are people gonna know where this highly sought after content resides? You have to let them know. That's where marketing comes in.

Search the forums. You will find many threads that will detail how to get accepted into the various CPA companies.
Then search for the different methods of driving traffic to your LP via SEO, PPC, YouTube, etc...
 
Just applied, 1800 applications ahead of me, looks like I have time to build up my sites anyway hah
