For 3 weeks now haven't been getting leads in plumbing via gmb. Is this from the core update.
Have reviews etc

Three weeks would be prior to update.

But it can be related, Core touches everything.

Business search which are relevant to your business .
If they are ranking and you are not then work and follow such step. You will be easily rank.
If you don't know such things share your business profile I analyse these issue

It might also be a reason since the core update mainly focuses on content quality. optimize your GMB listing update your site content, manage your Reviews and wait for the results.
 
Yep. Just sit back and wait to see what happens. Still have time to go before the update is over.
 
Yes this update affected GBPs. We're seeing the proximity shrink again (temporarily I think) and also Google shifting and tighten onpage and content relevance
