Hi. I want to rank a website for various terms but what is different about this website’s content is that the website is intended to target multinational private market as well as government contracts. I have never done any SEO or content management for this scenario. So for example if website is about inventory management software, I want it to appear on G if someone searches for “inventory management software for SME” as well as “inventory management system for XYZ municipal” in US. Assuming inventory is called stock in UK so the above terms would “stock management software for SME” and “stock management system for XYZ municipal” for google.co.uk. I am not sure what would be the best way to go about it. Are separate websites more suited for this kind of scenario? Or simply create say 4 pages and then try to rank separately for each phrase, perhaps even hide them from the main menu as well. Thank you.

You're in the Google sandbox. It takes about 8 months to see real traffic. If you're content offers something better than other articles on the same topic it will eventually rank well. Continue to write. New sites should not target competitive keywords. It's a waste of time.

If you are targeting both the private and public sector, create dedicated pages on your website for each audience, optimizing for relevant keywords, such as "inventory management software for SMEs" and the UK version "inventory management software". There's no need for separate websites. Customize each page's content, meta tags and URLs so that they are relevant to your specific sector's search queries. Use the blog for additional SEO juice by addressing the pain points of both sectors.
