Overall activity determines it. If you make a fake celebrity account and buy more followers than they have it won't do anything. You have to have more activity (RTs, Favs, mentions) than them to show up at the top.
interesting k.. do you know the update time on it? cuz im clearly superior to a couple of the other fake accs and mine doesn't even show up.. I tweet like every 3 mins and get like 30+ favs 10+rts
