ABSOLUTELY! People do this all the time. You'd be surprised at how BADLY OPTIMIZED a lot of sites are.

You can always try to outrank any websites, or any webpages, just, after analyzing the competition thoroughly, then if you think you can, just try it to see.
 
If you want to outrank your competitor don't follow the same strategies used by your competitor try to add more value to your visitors and it will help you to outrank your competitor

Yes, you can also use the keywords your competitor is using.

There are chances that you can outrank him by writing better content him and properly optimizing it for search engines. Creating high-quality and relevant backlinks would help a lot as well.

Also, I would suggest you get backlinks from where your competitor is getting.

Go to Ahrefs backlink checker and put your competitor blog's URL, you will get a list of sites where he has created backlinks. You can also get the backlinks from the same.
 
Your competitor's website might have hidden backlinks.

Yes! There are fair chances that you can perform better top-content quality, proper on-page, and high-quality backlinks from relevant sites.

This is EXACTLY what you need to be doing!

Keywords are NOT unique for a particular site nor it means if a SITE A is targeting a particular keyword it would mean no other site on the internet can target the same keyword.

Keywords are being targeted by hundreds, thousands, hundreds of thousands, and in some cases, millions of other websites on the internet.

This is PARTLY what causes a keyword to be less or more competitive than others.

So, yeah, bottom line is...GO GET THEM!
