You can write your own content and link to an AP or Reuters story. That's what the web is all about.
You have to be a member of and pay a per article fee to use that content. Same with reuters.

They do that because they are paid subscribers of these news agencies. It is 100% illegal, and you might get a notice from them.

In most cases you can do this but you must cite the source and the entire article must remain unedited.
I see news sites do this all of the time. For example: CNN might post a news article from the Washington
post with a link pointing back to the original source.
As long as you do it in this fashion you should be okay.

If you have membership then only you can copy the site content otherwise you need to create your own content.
