The rule is to prevent new members from spamming and scamming, but I think in your case I think it will protect you from potentially being scammed.
All your posts so far have been asking questions and stating you are ready to pay for services.
This is an excellent forum with a lot of very helpful members, but there will also be some untrustworthy people who will be sending you PMs offering to do everything you need for a very good price.
If you were able to send PMs your naivety could result in losing money.
A word of caution - be very careful about paying brand new members with low post counts for their 'amazing skills and services'
You would be sensible to check the profiles of people offering services and make sure they have a decent reputation.

Well said, this is a great forum but as with all things great, bad apples will try to get a piece of it.
