converts on 1st page email submit??

Im trying to promote something on affiliate network and it says that the offer converts on 1st page email submit. Is this true? So if i was to sign up for the offer and put the email address on the first page and then close out the offer after only putting the email address, does it still convert?

check it manually if you think it's don't convert, there's a lot of shaving email submit.
