Converting Reach to Follower/Likes

I managed to narrow down the best hashtags for my content and I get a lot of reach and impressions. That is amazing but I don't get a lot of new followers or likes on my page. I post high quality images with questions as captions + "follow me for more content: mypage". Most of my reach comes from hashtags and explore page, but most of my likes are from my regular followers. Is there anything I can do to improve the followers I get? Should I try giveaways or something like that? And even if that works would the new followers become regulars?
