paypal don't allow money exchange,money exchangers ect.
its against their TOS

But, i got this through my little search in Google. By this is you can transfer funds from Paypal to webmoney with 14 percent as a transaction charges. Do your due diligence since it involves real money, you cannot take high volume risks with it.
