Contextual tier 2 links needed

I'm building around 20 to 25 manual web 2.0's at a time, and I want to boost them with contextual content backlinks.

Maybe spun web 2.0's or articles etc.

I've tried a tier 2 of url shortners, and a tier 3 of 400k blog comments, but it had little to no effect.

I need someone that knows how to run an effective tier 2 and 3 campaign with GSA or ranker x.
