In my opinion, focus on content first and make it valuable and useful. Without quality content, backlinks won’t do much — Google can tell. Once the foundation is solid, you can gradually work on links to give your site authority and traffic. Content + proper backlinks = the golden formula for white hat SEO.

Content comes first, because if the intent isn't right, even with backlinks, it's difficult to maintain ranking for long. Once the content is solid and there's good user engagement, backlinks will then have a faster impact
