Content Vs Backlinks? Which will improve this site?

there is lot of factors to check before replying to such questions.
but in first look, it seems that you already had good content because with just 6 DR, you are doing pretty well and traffic value is also very high with this low traffic, this sign that you are on good cpc money making niche.
So my suggestion to you is get high quality links like niche edits and guest posts (make sure it is niche relevant) and links are not coming from link farm sites. and I am sure you will get good boost.
one more point, choose keywords which are ranking on bottom of first page or 2nd page, so you can boost them on top which will help in increasing your traffic.

Both content and backlinks are important. Great content attracts backlinks, which further improve the performance of the site overall. These two factors work best together.

Hello, you should move forward with backlink + hits.
I have personally experienced it myself. When you send organic hits to a page, it usually enters the top 3 or first place within 6 - 24 hours. Ranking can be permanent because you enter the first ranks and the hits of that page increase. I did not encounter any damage. With regular hits and baklink for 1 month, you can get the link you want to the first page.
I get the hits from those who provide link shortening sites. Normal users visit.

IMO backlinks are more important at this point. If you have money to buy backlinks - do it. If you have no money, but plenty of time - manual outreach linkbuilding is the option. Pick the best performing / the most "linkable" piece of content and do some outreach, but aim for links from HQ websties only. It was already mentioned, but still - you may want to disavow some toxic backlinks, but be very careful with that
