Back link quantity doesn't matter backlinks quality and relevance. Even websites are ranked well compared to websites having back links in bulk compared to website with low backlinks but relevant qualitative.

tbh both matter but if i have to pick i say backlinks still give faster push in competitive niches, good content alone not enough now because everyone writing good content, i seen better results when i build some solid white hat links with decent content clusters, like content make site strong but backlinks give ranking boost, so best is mix but if budget low then start with content then slowly do outreach links.
