You can check Duplicate content by using Plagiarism Checker . Many free tools available to check plagiarism content. Just search Google.

This way you can check if the content is Original or Just Copy past from another site.
 
There are lots of online tool where you can check your content quality. I would recommend you go for any onr from copyscape.com and SmallSeoTool. I always use these tools for checking content quality and many other SEO related work.
 
Use copyscape to check for originality.
Use Yoast SEO to check seo quality of article and use your brain to check whether the article is informative and engaging or not.
 
I normally give my writers specific instructions regarding keywords, formatting, etc. If they're able to follow them, and the content reads well, I will go to Copyscape and check for duplicates. This is a paid service but very inexpensive.
 
I would check the following at least:
- Is the content unique?
- Are there any obvious typos/grammatical mistakes?
- Are there any obvious formatting issues? (lack of line breaks, etc.)
- Is the content properly structured or is it just a bunch of random sentences patched together?
- Does it read naturally or does it look like someone tried to stuff as many keywords as they could?
 
The content must answer the question for which it was created, if it does it is good, if it does not do it is not good.

Try to read it and put down the question, is it useful? No useless content is needed :P
 
You have to be sure it's originally written and readable. You also have to check for duplicates and grammars, formatting and keyword optimization.
 
Run it through copyscape and run a few sentences through Google with quotes to make sure it's unique
