Content Locking and Proxies

So I was wondering...if you are using a content locker with surveys on your website, suppose a visitor is from an international country such as Holland, when they get to the content locker, there will be no surveys to complete in order to unlock the content, presumably because of their IP address.
Can you tell them to use a proxy to give a US ip address, and then complete the survey, or is this illegal?

Furthermore, can i have a page on my site telling international visitors who cannot complete offers because of their ip address, to just use a proxy temporarily to complete the offer?

I wont recommend it cause if you have a high proxy conversion rate it will raise eyebrows cause the usually associated with scam and to be honest they will be no way for them to tell the difference from legit proxy traffic or just you using a proxy to fill out your offers.

No, that would be a terrible idea because it'd raise a red flag. Just make it so that the locker unlocks itself if there aren't any offers available in the user's respective country.

Can anyone explain a bit more in detail why this would be a bad idea though? How can networks possibly tell if/when you are using a proxy? Furthermore, does your affiliate manager actually visit and monitor your website?
