Content locking still works. Even mainstream media are content locking now, requiring you to disable adblock or fill an offer in order to see their content.

I'm shocked Google hasn't put the hammer down on this. A lot of newspaper sites do it as well and it ruins user experience.

Why, is it illegal to lock content that you have I.P. rights to? For pirated stuff, I would understand.

It's not illegal. Google isn't the law, they simply penalize sites that do lock due to "lack of usability".
