Content Locker for Live Stream sport event?

Hi everyone! I just want to create a website to live stream a sport event with a content locker to get access to the stream, but Im talking with many networks managers and they are telling me that is not allowed to do that... But I don't get it.. I see this everyday, is there any CPA network that allow this?...

I think 99% of affiliates use the locker for fake content or copyrighted movies, etc.. So i don't get this...

The companies who show the sporting events are much more active in seeking out illegal streams/copyrighted content than most other niches because they are actually losing money when people watch a stream instead of buying PPV. CPA networks don't want those companies to go after them so they ban it.

The reason that there are so many people promoting things like 'clash of clans hacks' and other copyrighted things is because the people who own those apps don't really care/lose money from you promoting hacks.
