You should take a look at https://froggyads.com/push-notifications.html - this is one of the biggest DSP push ads networks. They have push ads traffic from about 50 SSPs
I have seen you talk about froggy ads few times here. Are you some one from the froggyads team? Or have you used it to yourself? If you have used it then what is the cpc or cpm?
 
You can use Bemob and Skro for tracking. They both have free plans.
I heard about Bemob, so I'll try that one for now. Also, can you please tell me what is your opinion on Skro?

Skro is similar to Bemob and you will have all the tracking parameters to optimise your campaign. You should definitely try both if have you tight budget. The free plans on them should be enough if you are beginner.

I run a 3rd tier website my CPM is usually $1 to $1.20 and 1000 users in this Network would be $3. Do you know if that network price is considered cheap? Or there is others cheaper than that, that would be good for my CPM?

If may ask you ! why not facebook for content arbitrage , Is push really giving you good result
