A pretty well known method is using a .vcf file with a list of contacts and importing it via the Files app or iCloud. If you’re using a jailbroken device you could also go through tweaks like Filza + manual database edits or using My Contacts Backup + sideloaded vCards can work too.

I am not sure if you would need the jailbreak tweak, however there are apps on the App store that allow you to transfer contacts without even having to jailbreak. Just search "Contact switcher" or something similar like that in the App store, I am sure some good options will come up.
