I'm trying to produce a one-tier site through WordPress.
I'd like to make about 5 pieces, is it desirable to use Vps?

you can use a small plan VPS or shared hosting,
use 5 different Cloudflare accounts for each of these domains to hide their IPs tho
do not scale this, you'll need different VPS' and shared hosting if you're going for more

Do I have to manage my IP for each ID on the web 2.0 blog?

web 2.0s are a in a different case since they are hosted in different platforms with different ips,
your IP is not the thing to hide here, it's the website IP,
you have to read more about PBNs before creating your own, there are some good guides here, search and take a look

Why are you planning to do a Tier 1 with your own VPS? It's unlikely you will resist adequately any kind of BH linkbuilding without any rep for the given host. At least not with links that you could otherwise shoot straightly to your home. Not sure is the best idea.

Although if you plan to make microsites for a tier 1, you can just buy an IP for each virtual host and link to them individually. There is a little footprint because of the web server but nothing outstanding (most of the site rely either or nginx or apache2 so is not a huge deal). In my VPS, each additional IP cost around $1/mo.
