I'm using GSA>2captcha>death by captcha stack when posting to contact forms, but I'm not having much success with GSA, and 2captcha is getting expensive...any tips?
Contact form captcha solutions?

try gsa captcha breaker, works good for me.

As of 2022 GSA captcha breaker has mage significant progress in solving captchas. For Recaptcha and Hcaptcha the cheapest service is AZcaptcha.

Your numbers are pretty low. My software can do a million forms per server every 24 hours, and I can do 8-10 million forms everyday at scale...
In your case, there are great free solutions such as solving Recaptcha by audio challenge speech to text using python & FFMPEG (You could PM me for the code) and OCR Tesseract + free libraries for the easy ones. The audio challenge method doesn't scale very well beyond low 5 figures though, but its just fine for your numbers...
You need to nail your KPIs and have a formula for profitability first to determine what it's worth paying for to external solver services. I am prettty happy with Antcpt (Russian), and I have set it at $300 per 1k bid which is high. There are many solutions, at scale the homegrown solutions start to break down and it's a constant arms race and war- that's why I don't mind using the external solvers API and paying them. They are dedicated to the task.
