On Facebook it's the call to action button. Maybe they've migrated this function to IG? I've not seen it yet.

Have a look at Dan Bilzerian. I think it is for business accounts, the new feature they rolled out with stats and stuff for big accounts
Yep. It's for business accounts. You can set up a business account (If in US) by going into the settings on your profile page, scrolling down and looking for the Business Account button. This is currently only available in the U.S.

If You go to your Instagram settings there is now a option to "Switch to Business Profile" right above the "Private Account" option.
