It's mind boggling. I have pointed many PBN, SPAM and even SAPE but its not getting to page 1. I need consultation but privately because i do not want to post details here. If there is a need, i will pay but i would need advice on what is the next step to push it on to page 1. Its struggling on page 2

The difficulty you are experiencing is an ubiquitous one. Everywhere there's webmasters complaining about their sites getting stuck on the second page. Spencer and Perrin's case study shaving site still hasn't reached the top 5 for it's primary keyword after so many months although it's made them a lot of profit from long tail traffic.

If its not moving that means you are under review. Your best bet start putting content. Its very unlikely you will move up and might be loosing ranking gradually in next few weeks.

Where did you get this information from? What makes you think OPs site is under review just because it isn't yet hitting page 1? I'd say you are talking utter rubbish...
