Consolidate or split topics? How to determine if it fits under the same parent topic?

Hi,

I am really curious how do you determine if you need a separate page on a topic? I will explain it with an made up example to be clear:

Your main keyword is "loans". So you have a page about "loans".
I have determined that the keywords "cheap loans", "loans online" and "best loans" are very important and people search for them.

So would you create just one page for all of the keywords or separate page for every keyword like that? Or how would you decide in such a case?
