Google Console Security & Manual Actions, why does a new website without any malicious code show that there are deceptive web pages?

Most likely, the domain has a bad history — it was previously used by someone else. You can check it in the Wayback Machine. And you can request a review in GSC (Google Search Console).
 
I’ve seen this happen with new sites, and sometimes it’s just Gg being overly cautious. If you’re using any third party plugins, scripts, or even certain templates, they might have elements that get flagged. Be sure to audit the site for hidden or outdated code. You could also request a manual review if you believe it’s an error.

Website was hacked or infected with malware before you checked, Content/design is misleading or similar to other scam sites, Hosting/IP was previously flagged, I think these are the common reasons.
 
It can happen if your domain was used for spam in the past, has unsafe links or got flagged due to false postivies. Check Google Search Console Security Issues section and request a review after cleaning or verifying the site's content.

Google may flag a fresh site if it sits on a shared server or IP that once hosted phishing pages. Even with clean code, you inherit the bad reputation. Ask your host for a different IP or move servers, then request a review in Search Console.

I have come across this issue a couple of times with fresh installs.

In my case, reviewing the site in Search Console and requesting a review after a basic cleanup helped remove the warning.

I also check the site with Safe Browsing tools just to confirm there's nothing external being flagged.
 
Perhaps you have a drop? Another possibility is that if you are on shared hosting, your neighbors could have caused trouble. Your IP reputation is damaged, and you are affected indirectly. However, this rarely happens. Open “Security Issues” in GSC and check the details. And check it with different scanners like VirusTotal — maybe there really is something you can't see. Sometimes a malicious script or plugin gets pulled up. Usually, after a review, they remove it if everything is really clean. You'll have to wait a week or two at most.
