I agree but every page has some backlinks. Or you mean competition will be only when backlinks will have anchor "hard"?
NO, in this case "dumbbell workouts" is level up keyword, for which mentioned site have high PageRank, in other words - authority.
Because word "hard" is repeated 13x on page, Google algorithm consider it that user will find the answer for mentioned query "hard dumbbell workouts"
As I have mentioned earlier, you should check first backlinks for partial/exact anchor text.
If there is no backlinks, then next important thing is the title.
Such compare will give you much more reliable informations, that comparing competition by DA / DR - which is completely useless in this case.
However, a lot of beginners use it and as the result - they are not able to proper rate their chance in given keyword.
