Confused about where to enter my promo code.

I have a Google Adwords account that I used for a long time now but only for Keyword Planner, so no Campaigns. Now it says that to qualify for the free 75$ I have to have a new account. Do I have to create a new account? I have already created my campaign without billing, now when I click on the billing button I can enter my business VAT etc. and my card details, but there is no button that says Voucher code redeem. Do I need a fresh adwords account for that? I though you only had to have an account without any money spent.
 
So I should simply re register? I think what they mean by new accounts is the new billing campaign or something... Do you know where to enter this code?
 
I'm from the UK as well. Im guessing free vouchers are for US and Canada only?
 
Here are the Canadian terms. I see a lot of possible reasons. Even if you're not from Canada I'm sure at least one of these will be the same

When I go to google.co.uk it says the same, but for Canada and Us, guessing the UK gotta pay...again
 
Did you see the terms and conditions? Most of the vouchers are just for US and Canada, but there are few vouchers for international as well, just check terms and conditions.
