Confused about using different computers and IP addresses

I made an Stealth account like 6 months ago which I have been using fine ever since but I now need to make a new one. I created my current account on my laptop (separate user account) but have been running it on my computer. I would like to be able to create and run the new account on my laptop but obviously I don't want the two to be linked through IP addresses etc. Is there a way I can set this up so they can't link the two accounts? I don't need to use my current account on my laptop because I have the computer to use as well. Also which IP address is it that eBay can track? And can they track MAC addresses too?

The Mac adress of your box should not leak trough a local network (WAN, local LAN, Providers Net). This is a foundation of the ethernet protocol.
 
Make note of your current IP. Restart your router. Check that you have been assigned a new IP (IP will change after router restart with most ISP). Login to your other Windows user account. That simple. No need to clear any cookies. Just don't login to different ebay accounts on the same windows user account.
 
You can use multiple accounts on one computer all you need to do is separate them by making user accounts on your computer.

You also need to keep track of every IP that you use with every account.
