What exactly counts as cloaking in google ads? is dynamic content personalization considered the same?

loaking in Google Ads is when Google system see one version of a page, while real users see a different version content or redirects usually to hide a policy violation.
Dynamic personalization is not cloaking if the same logic applies to everyone and it only changes normal things like language location currency or availability without showing a clean version specifically to Google.
If Google gets a safe page but users get a different one that is cloaking.

Hey, a good way to think about cloaking is that it shows Google something different from what users actually see. Dynamic content personalization is usually okay as long as the content users see is the same as what is advertised. This is not considered cloaking. To avoid problems, always make sure your adverts are clear.

Cloaking is showing different content to Google's crawlers than to real users. Dynamic personalization based on user behavior is fine as long as the reviewer sees the same page a real visitor would.
