Configuration of an Android Device for US TikTok

I already have a 4G proxy set up and have several Android phones lying around. My goal is to reach the US audience. I wanted to set up the phones, but I noticed that I need an internet connection to complete the setup of the Android Phone. However, I can't choose a proxy there; I can only connect to my Wi-Fi. Now the question is, what should I do? Will TikTok notice if I set up the phone with, for example, a Dutch IP but later have a US connection? Additionally, besides disabling location and setting the timezone to US, is there anything else I need to pay attention to?

The device setup itself should be fine as long as you set up the proxy, GPS, all those things prior to accessing TikTok. If the setup includes an option to install TikTok, might want to skip that step. If you don't want to take your chances, there should be an option to not have an internet connection for the setup since all that does is Google logins, app downloads/ updates, etc.
