All I have is an instagram page with 15k followers (meme page 13 % engagement) and a paypal account. What can i do to start out making money?

You have an excellent engagement rate (above average). I have to say that your niche is a little harder to monetize than others. However, you could offer shoutouts or promote meme related products like t-shirts.

Depending on your niche You can try to sell shoutout. Theere money to make for sure with your account.

Offer a freebie to your audience and put the link in your bio, earn commissions via cpa. Something like a gift card.

Do affiliate marketing (Amazon, Clickbank etc), sell shoutouts, drive traffic to your own website where you can have reviews of some relevant products or sell through dropshipping. Also, you can print/design custom t-shirts using Teespring or Printful, and sell them through your account on Instagram, or even have a website that sells them. There are a lot of ways.

I wouldn't recommend placing any CPA offers on your page. Maybe you can look through your instagram page and find content that had the biggest engagement then try to design shirts, hoodies, cups etc. out of it. From there you could make a shopify store and integrate print on demand like printful and use your instagram page to promote it. Shipping times will be a lot faster than dropshipping and you won't really have to worry about creating and fulfilling orders.
