Competitors using software to to block vpn

My competitors are using some software or something and when I click on their ads with VPN or proxy it says 403 access denied or ask me to do captcha to verify I'm not bot. What software they're using and is that effective to prevent fake clicks from competitors?

How are they doing that? Also does it matter? I mean when they block it if I click on their ads would google still charge them even tho I get 403 access denied message? I have huge problem with competitors clicking on my ads is there way to fix that?
 
It’s just cloaking. Nothing complicated. They probably decided to allow some proxies/vpn through the cloak if the user completes captcha first.
