Competitors requesting content removal from google?

The homepage of a site we run is suddenly not indexed with all keywords gone (HP only).
After checking Search Console, it seems there was a request made two months ago for 'Outdated cache removal', which apparently anyone can submit (?!).

Did anybody face this issue?

What would you say to do to 'force' G to index the homepage again?

I'm assuming you are indexing at least through sitemaps?

Have you been indexing in autopilot without GSC so far?

Never really needed indexing for this site, and have no sitemap (or want to do anything as to not change what's working).
It's an autority site, been in ranking for past 7 years, thought the major downtrend was because of the recent update, but seeing the homepage specifically with this issue is weird.

The first time i'm seeing the possibility that someone reports for removing content.
 
First, analyze your on-page SEO and off-page SEO, and try to find out the issues.and then try to post the new content use the GSC again for indexing , hopefully will work

That tool should only remove content that no longer exists - I take it your homepage is still actually up and accessible? Otherwise it would be an interesting attack vector...

I suppose this could be taken as an opportunity to add some fresh content to the homepage and build some more links to it to show the site is still relevant and being actively linked to. Or you could try one of the current gen of indexers from the marketplace.
 
Those are some nasty competitors, but i believe you can submit some form some where
