Mostly any spy tool can show you impression counts, and generally higher impressions means more spend.
High imp doesn't always = high spend, page/post engage ads get high imp numbers on very little spend and you should also be mindful of the geos the ad is live in, but usually you can make a guess on competitors strategy based on your own data if you run the same niche.

I found a way on Instagram to check details of previous ads of Competitors which are not running , so when u check competitors ads on ad library, if there are any old ads not running, but enabled in their campaign, you can see all the details including cost , demographics of that ad campaign. So, now you know the traffic, you know how many visitors have bought the product, cuz you have CR and know you can calculate the revenue.
Monthly revenue = Total Traffic Per Month x AOV x CR
Once you know the monthly revenue you can assume that they're spending 30% on ads of their monthly revenue.
