Anyone know of a way to look at what interests competitors are targeting on Facebook? Or is there a service for that here? Willing to pay for it.

you simply can't , you can spy on what ads your competitors are running, but there is no way to get interests they're targeting this data isn't public, there is a workaround which is scraping ID's of users who commented & shared your comp post, then extract the pages they likes and add relevant ones to your ad targeting.
